GREETINGS from Brian McGinness, N3OC, President, PVRC, Jan 1, 2000

Hello and Happy New Year to everyone.  We survived the millenium
change, so we can all focus on contesting again!

My thanks to the membership of PVRC for your confidence in
nominating me for the president's position, and I will work hard
not to let you down.  I felt it would be appropriate to tell those
of you that don't know me a little about myself, and share some of
my ideas on how we can continue to improve PVRC.

I am 41 years old, and have been a ham for 26 of those years. 
Most of that time was spent on the VHF bands, so I am a relative
newcomer to HF and contesting (since 1993).  In real life, I am
the engineering manager for Wireless Communications, the Motorola
two-way dealer in Arlington Virginia.   I am also a volunteer
Assistant Fire/Rescue Chief and Paramedic here in Montgomery
County.

A long time ago, my good friend Gene W3ZZ (W3BQV at the time) took
a long shot and invited a teen-aged punk who just got his driver's
license to a contest at W4BVV, promising much excitement on 40
meter phone.

That was in the era of paper logs, dupe sheets, voice spotting
networks, tape loop CQ machines, tube equipment and of course
Tom's big 40 meter antennas.  That was the first and only contest
I ever participated in under those conditions, the next contest I
was ever to operate in was with a solid state rig, CT to log with,
packetcluster, and much smaller antennas!

But I remembered PVRC from that day forward, and when I became
seriously interested in HF and contesting, PVRC was the first
thing that came to mind.  To find myself as president now in such
a short time is truly an honor.

I joined PVRC in 1994, and the club sure has come a long way since
then.  Under the leadership of Rich and Tyler, we find ourselves
winning contests again, continuously improving our club score in
each contest.  So from everyone in PVRC, thanks to both of our
recent past presidents for a job well done!

I believe our challenge now is getting our members on the air at
the right stations for as many of the major contests as possible. 
We have more active members than does FRC, so I am convinced if we
work hard at it we can become even more competitive in the
upcoming year.

OK, so what can we do to improve our club scores?

First, we need to work harder to place operators who don't have
stations, or who have smaller stations, somewhere where they can
operate to a maximum score.  We will be looking to the regional
coordinators to help out here, and touch base with all their
members before each major contest and see if they can assist them
find somewhere to operate from.

On the same note, I would like someone to volunteer to try to
promote and coordinate dxpeditions, and help to place PVRC members
who might be interested in a contest expedition with an available
slot.

As for the inner workings of PVRC, we are committed to making
small changes over the next few months to allow all members to
vote for PVRC officers at their October regional meetings.  As
many of you saw, we actively encouraged anyone interested in
holding a PVRC office from any region to run this year, but did
not get the changes made in time to extend the actual vote beyond
the central region meeting.

Speaking of the inner workings of PVRC, a lot of credit has to go
to the guys behind the scene who do an incredible amount of work
each month to keep things going.  Bob, W2GG, is the man when it
comes to keeping our files and papers in order, and still has time
to tally all the contest scores and more.  Dick, K3DI edits this
rag each month and he really could use all of our help in giving
him some quality articles to publish, instead of nothing but
meeting minutes.  Also our thanks to Pete, N4ZR, for administering
the 5 million award, which has become an instant hit.  Our
webmaster and historian, Steve, K3SA, has constructed one of the
best ham-radio web sites out there.  And lets not forget Dave,
WR3L, our treasurer, who has quietly kept the club's finances in
order, on a donation-only basis.  And finally a warm welcome to
our new vice-president, Jack, K4VV.

I know that I forgot to mention someone, so please don't be
offended if I missed you.  That's the risk of naming names, but
these guys do so much for PVRC and get so little recognition that
I had to mention them.

I have compiled the accompanying balance sheet of PVRC as of 
December 22, 1999, for the year of 1999, using summary statements
of income and expenses.  I also have available full records of

Our $559 increase in the treasury is mainly due to lower postage
cost of the newsletter and new advertisers.  Donations have stayed
about the same as last year therefore I am enclosing an envelope
if you wish to donate.  This is still our largest source of
income.  This is a donation not dues.  It is your choice to
support the club monetarily.  Although you will stay a full member
with or without a donation the money is still needed.  Some
members donate time, effort, scores, etc. that also make a
difference and keep the club operating efficiently.

Remember to send your ARRL renewal to me for club credit.  Any
comments or questions are welcome, prefer e-mail if possible. 
Look forward to the coming year as your treasurer.

FAR SCHOLARSHIPS ANNOUNCED 

The Foundation For Amateur Radio, Inc. plans to administer 73
scholarships for the academic year 2000-2001 in the range of $500
to $2,500 to assist license Radio Amateurs.  The list includes a
$1000 scholarship on behalf of PVRC.

Applicants may compete to pursue a full-time course of studies
beyond HS that have been accepted for enrollment or are enrolled
at an accredited university, college, or technical school.  There
are some geographical or study program restrictions.  The PVRC
award is restricted to the 48 states with emphasis on contesting
experience.  Additional information can be obtained by letter or
QSL postmarked prior to April 30, 2000 from:  FAR Scholarships, PO
Box 831, Riverdale, MD 20738.

5 MILLION AWARD WINNERS by Tyler Stewart, K3MM

I want to congratulate the following members who achieved the 5
Million point level during the 1998-99 contest season:

Note that this year's plaques are predrilled at the bottom for the
endorsement plate.  However, the original 10 from last year are
not.  I'm sending out a couple of mounting screws with the plates,

endorsement plate.  If you would like to have the award shop
attach the plate for you, I will make arrangements for you to send
it in for installation.

If anyone does not receive their hardware within the next week or
so, please contact me by email or phone.

5M AWARDS DATA HICCUP by Pete Smith, K4ZR

Tyler, K3MM, Bob, W2GG, and I have just discovered a hiccup in the
way we have been tracking 5M scores.  Hopefully, it will affect
only a few of you, but here it is, with a real example:

KE3Q operates from W3LPL, using W3AO's call-sign.  Because of the
way we've been keeping records, we knew that KE3Q should get the
operator points, but we missed W3LPL's host points, assigning them
instead to W3AO.  Since W3AO isn't a PVRC member, they went into
the great bit-bucket in the sky.

If you operated under these circumstances in the last 2 years, and
you want your host to get the points, please let me know the
particulars ASAP, and I will recalculate as necessary.  For the
future, if you operate from a station that is neither yours nor
under the call you used, please let Bob know so he can include
that fact in his score reporting.


NW Regional Meeting Minutes - November 16, 1999

In attendance were members W8ZA, N3KTV, K3DNE, W3JRY, WD3A, N3HBX,
K3IXD, W6NRJ, and N8II.

First, thanks to N3KTV for his filling in for me in my absence and
providing these notes.

K3DNE, Jim, recently upgraded to Advanced!  Was at W8ZA for CQ WW
and had lots of fun.  He will be at W8ZA for SS SSB. He is putting
up a new A3WS on a rocket launcher at home.  Hopes to work the
meteors shower tonight and tomorrow.  He is working 6meters and
looking for F2 propagation.

W3JRY, John, was the only representative from PA tonight. 
Operated part-time in recent contest.  (100K in CQ WW)  Put up a
beam and tower recently.  Has worked 220 countries recently.

N3HBX, John, operated CQWW HP 15meters only.  Reports his worst
effort ever! Lost the antenna relay on the tower half way into the
contest.  Also, his amp relay was stuck on transmit so he used his
backup amp.

K3IXD, Ed, put up an inverted V for SS SSB this weekend.  460K for
CQ WW.  Has been operating the VHF/UHF Fall Sprints.  Having fun
with the new ICOM 746.

W8ZA, Bob, worked CQWW M/M from home. Reports 5.36M points with a
bad 10meter beam. Solution to last months puzzle was: The coax pig
tail had parted away from the connector on the 20meter beam and
the balun on 10meters had a loose screw on one side. This was the
first time for M/M from W8ZA. Used the W3NQN filters and found
they worked great! Sometimes the team forgot to change the filters
when they changed bands. They remembered right before they started
to replace the radio! Bob also reports 28K for part time SS CW.
K3DNE will be at W8ZA for SS SSB.  Bob is looking for operators
for CQWW CW! Bob added that K8OQL is quarantined with the chicken
pox.

N8II, Jeff, missed SS CW. Was on for CQWW SSB part time. Operated
all band. Reports 2700 Qs, 115Zones, 426Cty for 4.29M.  Great Job!

WD3A, Tom, played in SS CW (8K). Tom was at W8ZA for CQWW SSB.
Started out on the tower for Bob!  Bob did let him operate 20m
after that though.  Reports having fun getting bumped around on 20
by all the big M/M.  Loves his new 850.

W6NRJ, Jim, is looking for ELMER help to get up on packet to access
the spotting network.  Also needs help hooking up his computer for
logging.  He operated last at K1DQV and had lots of fun.

N3KTV, Jim, has been operating some DX over the past few weeks. 
More time has been spent resurrecting an old R5 and trying out the
MFJ-259B.  Meeting adjourned.


11/5/99 PVRC/NC Meeting Minutes by Pete Soper, KS4XG

The meeting was at the home of Jack W0UCE and his wife Fran in
Raleigh from 5:30-8pm. The food was delicious and a good time was
had by all.  Attendees:  Brian K3KO, Jim K4QPL, Henry K4TMC, Pete
KS4XG, Dan N3ND, Bert N4CW, Jay NT4D, Jack W0UCE

This was the second meeting of Dan Atchison, N3ND, an avid CW
operator looking for a way to get back into contesting despite
property restrictions at his current QTH (a little extra wiring
may be appearing in his attic!). Dan was voted in bringing
membership to 33.

K4QPL put 30 feet of Rohn 25 up temporarily to get a TH7 up for
Sweeps.  K4TMC came back from a long hard business trip with a
virus and missed CQWW.  K3KO found a source of high quality
(albeit low power) relays - contact him for details.

W0UCE had a log periodic in view of his kitchen window during the 
meeting. Jack and K4QPL will be doing joint tower projects soon to
have their base holes dug and concrete poured at their two sites
in a single day.  N4CW got an SB200 for his station in Maine.  

12/2/99 PVRC/NC Meeting Minutes by Pete Soper, KS4XG

The meeting was at Ryans Family Restaurant in Cary from
5:30-7:30pm.  Attendees were Will AA4NC, Guy K2AV, Brian K3KO, Jim
K4QPL, Pete KS4XG, Jim N3QYE, Bert N4CW, Jeff NX9T, Jack W0UCE,
and Gary W2CS.  Chapter membership remains at 33.

N4CW introduced Guy K2AV as the new chapter chairman.  K2AV
recognized the K4MA for his influence as chairman and world class
contester during the previous year.

It was was unanimously approved that future meetings would be:
   Sept through April will be first Thursday of the month at
Ryans.
   May meeting will be at a nicer restaurant in conjunction with
one or more special interest programs and a previous contest
season review.
   June, July and August will be no set schedule.

KS4XG proposed having a table or two at the Raleigh (RARS) hamfest
in April with some promotional materials like a "Work DXCC in a
single Weekend" banner.  N3QYE and K4TMC had proposed creation of
a video and N3QYE said he has access to video mixing equipment. 
The general idea for the video is to collect "video visits" to the
area stations.  AA4NC described how FRC does this, with titles
that make the video meaningful without sound.  Will also proposed
having a contest simulator running at the tables. It was resolved
to give PVRC a presence at the hamfest.

N4CW described the S5-7 line noise that is now a permanent part of
his home station in Raleigh.  Bert took part in Sweeps from home
anyway and also operated the AA4NC station with callsign W4MR
during CQWW/CW for a new personal best score in that contest.

W2CS described his QRP efforts, restating how difficult a phone
QRP effort is with low wire antennas though his Sweeps CW effort
is likely to be a top ten finish.  KS4XG got his first taste of
real multiop action for a few hours at the AA4NC station for phone
Sweeps.

NX9T joined K4HA at Bob's station for CQWW/SSB and despite
constant line noise at his apartment he got on for the CW test
with a G5RV and TS830.  Jeff's station is still packed up, waiting
for completion of a new house in Spring.

W0UCE said we'll never find him in a phone contest.  Jack only had
a Windom up but got on for a couple hundred contacts during
CQWW/CW.  He's preparing a vertical and will be joined by N4CW and
N3ND for an effort in the ARRL 160 contest.

N3QYE started to say something when somebody said "How about that 
'State!"  The group gave a round of applause to celebrate the
outstanding effort of Jim and Kemp KF4ARS in the collegiate Sweeps
championship.  Jim described the 40 meter wire beam that he built
with KO4PY and the long hard effort to find and eliminate QRN from
the electrical engineering building in time for the contests.

K2AV soldiered through the Sweeps phone contest with an FT101ZD as
he'd left his MP at N4AF.  Guy described the multisingle effort
with N4AF that generated over 7 mil for CQWW/CW.  Guy said the
three element 40m quad fixed on Europe was a killer antenna,
giving them over 1000 Qs on that band and a rate near 100/hr at
the end of the contest.  There followed a side splitting
description of the "N4AF exploding balun adventure" although all
agreed that Howie probably wasn't doing much laughing as he  made
repairs on his tower, at night and in the rain during the test.

K4QPL put up 30 feet of Rohn 25 with a TH7 just in time for CW
Sweeps and nipping out his LP rival Will WJ9B by two QSOs.  Jim
and Jack plan to share tower building efforts with back hoe and
concrete work at each station.

K3KO said he was 1.5 million points ahead of his contest
production at the same point last season.  Brian had a new
personal high score for CQWW/CW with "4 band DXCC".  His new tower
and 40m beam worked extremely well.

AA4NC summarized his contest efforts, with the CQWW phone multiop,
single op Sweeps CW effort and multiop Sweeps phone efforts at his
station with the W4MR callsign.  For CQWW/CW Will had plans that
fell through with little warning and accepted an invitation from
K3LR to take part in the multimulti effort there. Will described
the K3LR station and the very high performance setup he used on 40
meters.  The very narrow bandpass filters that allowed the run and
mult station to get within 25khz of each other were particularly
impressive.  Will also provided some analysis of Sweeps from a
geographic perspective and described strengths and weaknesses of
various parts of the country with the sunspots favoring the West.

The next meeting will be at Ryans Family Restaurant at Cary
Crossroads on Thursday January 6th.  Come at 5:30pm for extra rag
chewing or 6pm for the formal meeting (which lasts about 10
minutes before we get back to rag chewing!)

SOUTHWEST VIRGINIA MINUTES Nov 5, 1999 by Mike Barts, N4GU

Meeting location was Shoney's restaurant, Rt. 460 in Salem, VA. 
The meeting was called to order at 23:46:15Z, according to some
clockwatchers.  In attendance were Buddy, W4YE; Nat, N4EL;
Anthony, KR4UG; John, K4IQ; Jerry, K1SO; and Mike, N4GU.

Primary topic of conversation was the recent CQWW phone contest. 
All members present participated and contributed to the club
score.  John, K4IQ, used the contest primarily to perform A/B
testing on a TS870 and FT1000MP.

Nat, N4EL, was very happy with his CQWW results using the newly
installed 30' house bracketed tower and TH-2 he bought from N4GU. 
His score this year was about ten times last year's with the all
dipole setup.  His new setup should also provide improvements for
the other contests as well.  Nat also related tales of some
enthusiastic younger ops at the Virginia Tech Amateur Radio Club,
K4KDJ, who got their first taste of DXing during CQWW.  There may
be some potential new contesters in that group.

Buddy, W4YE, operated only the high bands and managed 735k points. 
Jerry, K1SO, is still trying to figure out the scoring scheme to
compute his score.

Anthony, KU4RG, and his XYL of three weeks, Shilynn, KF4OKG (also
a PVRC'er) teamed up for a multi-single effort with Shilynn making
most of the QSOs.  Congratulations to the newlyweds and we look
forward to many more multi-single efforts from these two.

Mike, N4GU, put his new antenna garden to the test and made 1200
Qs and scored 1.5 mil in CQWW, both a personal best.  K4IQ is
going to do some tower work November 13 and requested help for the
ground crew.

There was a discussion about the increasing requirement for
computer logging and electronic log submissions with W4YE arguing
that it discourages participation by both older and newer casual
ops who are not computer savvy.

SWVA PVRC Holiday Party/Meeting Minutes by John Mitchell, K4IQ

The SWVA PVRC Chapter had their annual Holiday gathering and
meeting on December 16, at the Steak and Ale Restaurant in
Roanoke, VA.  Attending were Buddy, W4YE, with XYL, Gordon, K1GG,
Anthony, KU4RG, Mike, N4GU, Jerry, K1SO, John, W4JAM, with
Susanne, W0MAN, John K4IQ, with XYL and harmonics.  

During the meal, members passed around photos of recent gatherings
and antenna projects and caught up on small talk.  The meeting
portion featured a recap of the Fall contesting season.  Mike,
N4GU had a super WW phone effort, then was disappointed to lose
out to the Flu bug for the 10 Meter contest.  Buddy, W4YE had a
good effort in the CW SS, and is determined to automate his
station logging for the year 2000.  He is going to receive some
tutoring on the NA logging program so he can be even more
competitive. (Buddy usually does as well or better than the rest
of us with paper logging, so we await the birth of a monster when
he becomes digitized.)  John, W4JAM, got the concrete base set for
his Rohn 55 tower this month, and plans to go up to 70 feet very
soon.  John, K4IQ, passed around pictures of his new 80M rotatable
dipole (Force 12 linear-loaded) at the top of his ridgetop tower,
and gave a recap of the December 13th Central Holiday gathering he
attended.  Gordon, K1GG, expressed a great deal of interest in the
performance, since he has room at the top of his 150 foot tower
for one of these.  Gordon had a super effort in Phone SS, with
over 1300 qsos, single op unassisted.  Jerry, K1SO, got in for
part time efforts in the recent tests and told us about his IOTA
effort from Cape Hatteras with a group of guys in October.  

Everyone talked about membership and agreed to contact some of the
members who had not been heard from for awhile.  The meeting
formally adjourned and we agreed to meet again on January 21 at
the Western Sizzlin on Orange Ave., across from the Roanoke Civic
Center.

SHORT NOTES FROM/VIA THE EDITOR

Dave, WR3L lets us know he will hold a North/East meeting at the
Timonium Mini-Fest at the Timonium Fair Grounds 7PM on January 19,
2000.  The Mini-Fest is open to anyone, at no charge that wishes
to set up a table.  The times are from 5 -10 PM and sponsored by
Baltimore Amateur Radio Club.  Hope to have some new members for
the club after
the meeting.

N3OC expressed congrats to Jim, K3SW, who probably doesn't even
know it, but he is on the front cover of FUNK Amateur - Das
Magazin fur Funk Elektronic - Computer.  The V26B group got a
writeup in this magazine, and Jim ended up on the front cover!

N4MM had 52 QSOs in the Croatian CW Contest and went and went
single band 28 MHz in the RAC Winter Contest for 128 QSOs.
