The word Service in "Postal Service" is a misnomer. A Postal Service they
are not.
The January issue was bulk mailed at 2:35pm on January 6th at Arnold, MD.
As I write on January 20th, responses from members seems to indicate that
one tray was entered into distribution around the 12th and the second
around the 19th. I've discussed this with the Postmaster at Arnold and he
said that they ship the trays to Baltimore for distribution and no record
is kept for bulk mail. Also, he said, the rush of first class mail prior
to the postage increase may have held our bulk mail out of the system.
(One piece of good news is that the rate increase this month did not alter
our 18.3c/issue rate.) As we continue to use bulk mail, I hope that we
will find that this poor USPS performance is an isolated glitch.
At this point, I am concerned about lost mail so please let me know if you
didn't receive the January issue. (To jog your memory, it contained the
complete CQ 160m rules and three pages with three columns of scores.)
You are reminded that the Newsletter can be obtained via Internet. You
can read the current and archived issues on www.pvrc.org. Or, you can
request the Newsletter to be sent to you every month by Email by sending a
request to [email protected]. Subscribing to the email edition will not
stop our sending you the paper edition.
I will be adjusting the Newsletter deadline somewhat depending on the
printer turn-around, chapter meeting schedules, and my humble schedule.
The deadline for the March issue is February 23rd, the day I return from
the Caribbean.

CENTRAL MEETING MINUTES, JANUARY 11, 1999 by Rich Boyd, KE3Q, Secretary
The regular (second Monday) central meeting was held at Temple Hills,
Maryland on January 11th. Before the meeting, ten met for dinner at
Topolino's. Fifteen, attended the meeting (in order of sign in) were
K3MM, WR3L, N3YHC, W0CN, W7CAV, W3LPL, W3AZ, W3TOM, WK3I, K3ZO, W4CE,
W3DQ, KE3Q, N3OC, and N3NT.
N3NT had PVRC QSL card orders to distribute. There was a discussion of
recent contests and upcoming contests. W3LPL informed us that W9JA
(ex-KS9K), a prominent multi-multi station owner from Racine, Wisconsin,
has bought a 130 acre farm on Virginia's northern neck and is relocating
to our area, eager to be a PVRCer. A serious contest station is planned
and Paul is expected to be looking for operators. Good news!
K3MM, K3RA, and a third op plan to be on for ARRL DX CW from Antigua (V2).
KE3Q will be single op at WP3R in ARRL CW. W4CE, W4NF, and W4RM plan a
VP2V DXpediton for ARRL phone.
KE3Q led a discussion of large station antenna farm design, using his new
14-acre QTH as the case in point.

Membership: Due to an oversight we failed to vote WX4DX George Beasley
into PVRC during his second meeting last month. A vote was held and
George was unanimously accepted into PVRC. Welcome to PVRC George!
This was the first meeting of WJ9B Will Baber. Will lives in Greensboro
where he is an avid low power contester frequently posting competitive NC
scores. Will recently put up a 40m yagi and tribander on a 70' tower and
we look forward to his second meeting and entry into PVRC. Welcome Will!
Chapter membership is now 28.
Club business and announcements: K4MA awarded the ARRL SS club
competition 1st place gavel to AA4NC on behalf of PVRC for the highest
combined SS score total submitted toward the team competition during the
'97 effort. K4MA won the club gavel for highest score submitted toward
the '97 PVRC team win in the ARRL 10 meter contest.
The first PVRC 5 Million award plaque for an NC chapter member was given
to AA4NC by Jim. Will said he wouldn't have worked so hard on it if he'd
known we don't have to get the five million points in a single year! K4MA
also earned a PVRC 5 Million award plaque. Congratulations Jim and Will
for leading the way.

Member activities: The N4CW home tower project continues with all anchor
and base holes dug. Bert has gone back to work to save for a new rotator
and may be ready for a tower party when the weather warms up.
K4QPL has 70' of Rohn 25G in hand and is working out the exact placement
of the base and guy anchors. K4QPL organized a chapter team for the
upcoming NAQP/CW test.
NT4D commented that the recent ice storm caused the elements of his
KT34XA to droop badly but those of his 4 element M2 40m yagi didn't bend
at all.
Next Meeting: The next PVRC/NC meeting will be 1800 Thursday February 4th
at Ryans.
SOUTHERN MARYLAND REGIONAL MEETING MINUTES, 4 January 1998 by Barry

Attendees: WR3Z, Barry; N1WR, Wayne.
Agenda: Attention was again directed toward an outreach effort for
recruiting additional members for PVRC from the region. Several potential
recruits were noted, which included hams who were both active in HF and
VHF/UHF activity. Attempts will be made to increase interest as well as
activity during several of the upcoming club competition contests (Jan VHF
and ARRL DX CW/SSB). Other ways to attract more interest in attending
meetings were discussed (i.e. ARRL/PVRC videotapes, expeditions etc).
Other discussion topics included recent and upcoming contest activities.
This mainly covered the recent 160M and 10M contests, which N1WR operated
in both and reported scores for PVRC. WR3Z missed both contests due to
his vacation to Hawaii. On that trip, Barry got a tour by his brother Rob
(ND3A) of the multi-multi station KH7R on Oahu's North Shore. Barry also
had the opportunity to meet Ken along with Kino (KH7U) and two other KH7R
ops.
The next meeting will be scheduled for Monday February 1st.
NW REGIONAL MEETING MINUTES - Jan 19, 1999 By Greg Altig, N5OKR

In attendance were members N5OKR, W3ZZ, K3SX, K8OQL, W3EKT, K3MQH, K3TZV,
NE3H, K3MM, W9LT, K3DNE, N8II, WD3A, and W6NRJ.
Business: There was no formal business meeting conducted.
From the introductions: W3ZZ, Gene, reported that WI2T will op from his
place this weekend. K3DNE, Ed, was part of the K3VOA crew handing out the
DC mult in the ARRL 10M contest. He now has all VHF bands up to 1296MHz
and will op from home this weekend.
WD3A, Tom, has been trying the WRITELOG program at home since the 10M
contest with success. He reports it is supposed to do RTTY also, but with
his recent luck with that mode (see Oct minutes), he's been a little
reluctant to try it.
N8II, Jeff, reports 1240 Qs in only 15 hours of CW only operation in the
ARRL 10M contest. Sounds like the band is back to me.
K3SX, Sid, reports bagging 4 new ones on 160M since the 27th of December,
bringing his total on that band to 184. He will be teaming with W4XP from
home this weekend in a limited multi effort.
NE3H, Joe, took part in the RTTY Roundup and logged 900+ Qs despite some
software problems. He is now playing with the big boys on 144 and 432MHz
with over 100 watts on each band, so will be participating this weekend.
K3TZV, Steve, talked about a moisture problem he is having with his Tail
Twister electrical connections and received a lot of good input toward
solving the dilemma.
K8OQL, Jerry, is having fun chasing the ZL9 Dxpedition group and will be
on from home in the CQWW 160M contest. He won the club gavel for his 1997
160 effort. Congrats, Jerry!
W3EKT, Ed, will be part of the K3MQH super multi crew this week-end.
K3MQH, Dick, was at WF3T for the ARRL 10M contest and enjoyed playing with
the stacked antennas. He and his crew are ready to go full bore this
weekend after escaping relatively unscathed from last week's ice storm.
K3MM, Tyler, will be at V26O for the ARRL DX CW contest next month that
should net big points for the club. This will probably be his last
Dxpedition for a while as he and Laurie are expecting a baby girl in June.
Way to go Ty! He also talked about some new (and free) RTTY software that
allows PSK/QPSK operation that reportedly is very good at maintaining
communications in marginal conditions.
W9LT, Lamar, will be moving to Indiana soon and reports his house, 5
acres, and antenna farm are for sale. His place is located right on he WV
side of the VA/WV state line, mile from I-81. No restrictions! Meeting
adjourned.
On January 21st, Greg announced that the guest speaker at the February
16th meeting will be Riley Hollingsworth, K4ZDH, the legal advisor for
amateur enforcement within the FCC's Compliance and Information Bureau.
Riley gained notoriety when he jumped into the middle of a fracas on 75
meters (see ARLB004) to try and calm the waters. -editor
SOUTHWEST VA MEETING MINUTES 1/22/99 by Michael Barts N4GU ([email protected])
The monthly meeting of the SWVA PVRC chapter was held at Shoney's
Restaurant in west Salem January 22. In attendance were members K1GG,
N4EL, K4IQ, KU4RG, N4GU, K1SO, and guests KA4BSA and KC9LC.
After dinner, K4IQ chaired the formal meeting and welcomed visitors KA4BSA
and KC9LC.
Emily, KA4BSA, is the XYL of Nat, N4EL, and is very active in Boy Scouts
(hence the call). She has promoted amateur radio through her scouting
activities with operations such as JOTA and organizing local amateurs to
provide communications in support of scout hikes.
Randy, KC9LC, lives in Christiansburg, VA (not far from K3GX and N4GU) and
enjoys DXing and operating Sweepstakes and the NAQPs among other contests.
This was Randy's first meeting.
There was a discussion about the SSB NAQP last weekend. K4IQ, K1GG,
KU4RG, K4EP, and N4GU operated as the Southwest Virginia Contest
Conspiracy (all PVRC) and scored over 500K points as a team. N4EL, K1SO,
and KC9LC also participated part time. K1GG raised the bar by setting a
new all-time Virginia NAQP SSB record for the second year in a row. Among
the comments were that there was a noticeable lack of PFI (pig-farmer
interference) during this contest. It is hoped that it will be a
continuing trend.
K4IQ and N4GU discussed their participation in the Stew Perry Distance
Challenge but details were few (who remembers that far back?).
Discussion of upcoming contests included the CQWW 160m CW contest. K4IQ
intends to be active. K1GG is still trying to get his Beverage working
but may get on.
There was a reminder that the ARRL DX contest next month counts for the
PVRC 5 Million Award and many expressed intentions to be active.
There was a short discussion of plans for Dayton this year. Those with
reservations are all sitting pretty, those without need to get on the
ball. The Southwest Virginia chapter will be well represented at Dayton
this year.
It was decided by mutual consent that the next meeting will be February 26
at the Steak and Ale Restaurant on RT419 in Roanoke, dinner at 6:00
followed by the formal meeting. With the formal agenda completed we
enjoyed a boisterous chat session before adjourning at 8:30.

KG4DZ will be operated by OB (W4SD), Chuck (NW3K), and Don (W4ZYT) once
again the ARRL CW. They will be active 16-22 Feb using the calls of
KG4ZK(W4ZYT), KG4SD(W4SD), and KG4NW(NW3K) outside of the contest. QSL
via home calls; KG4DZ via W4SD. They will be happy to take sked requests
via e-mail before they depart, and are already planning on some 160 meter
activity (try 0300 UTC) by request.
NP2S on St. Croix operated by K3DI in the ARRL CW contest. If permitted
by the licensee, NP2S will also be used outside the contest; otherwise
K3DI/KP2. The plan is SO LP using 10-40 meters with a R-7000 antenna.
PVRC gets the score.
VP2V will be operated by Jack (W4NF), Cliff (W4CE), Bill (W4RM), and Dave
(W4DAV) during the ARRL Phone DX contest as a M/2. They have their place
reserved and it is about 200' ASL with a clear shot to the states. The
house is on the hill above Smugglers Cove on Tortola. In fact it is right
above W0DX's place but he won't be operating. Jack messaged, "We have one
A3 and are looking for another tribander for the second radio. If anyone
has one we can borrow we would appreciate it. If we have to cut the boom
or elements to fit baggage restrictions we will replace those aluminum
parts before we return it." PVRC gets all of the score.
The NCDXF/IARU Beacon Network

The NCDXF, in cooperation with the IARU, maintains a network of beacon
stations which operate sequentially on five bands. The 10 dB power steps
are precise and are useful for "S" meter calibration and for judging band
conditions. The entire system was designed and built by Foundation
volunteers at no cost except for the actual price of hardware components.
The beacon network can help all operations from the big multi-multi to the
little single operator unassisted stations. With software from internet,
you don't need an operator to copy CW or even listen to the beacon system
from which you can monitor band openings and propagation paths opening to
new multipliers.
The following is the frequency and time table all of the NCDXF/IARU beacon
stations. Some sites may be off or some sites may not jump to all five
frequencies so it would be well to check with the NCDXF web site.

This table gives the minute and second within each hour of the start of
the first transmission of each of beacon on each frequency. Each
transmission is repeated every three minutes. A transmission consists of
the callsign of the beacon sent at 22 words per minute followed by four
one-second dashes. The callsign and the first dash are sent at 100 watts.
The remaining dashes are sent at 10 watts, 1 watt and 0.1 watts.
Equipment used at each beacon site includes a Kenwood TS-50S transmitter,
a Cushcraft R-5 vertical antenna, a Trimble Navigation Acutime (TM) GPS
receiver (recently updated and renamed the Palasade (TM)) and a controller

NOTES FROM THE EDITOR, K3DI:
ARRL Vice President Hugh Turnbull W3ABC, age 82, was taken ill on
Christmas Day and has been in the hospital since then. Hugh is a PVRC
member, past director of the Atlantic Division, and director of the FAR
scholarships. Ben Shaver, AA4XU, spoke to Hugh on January 18th and passes
on that Hugh " ... is a patient in the Bethesda Naval Hospital after
having gall bladder surgery. He is doing well, but will be in the
hospital for a while longer, then have more surgery. He is not able to
receive telephone calls at this time, but he would welcome inquiries and
messages through his wife at 1-301-927-1797. He said to please give his
wife your call when you inquire. He apparently can call out, but there is
difficulty getting incoming calls." Hugh's home address is 6903 Rhode
Island Ave, College Park, MD 20740.
Glenn Tracey, KC3EK lets us know that he has a Web Page that was created
by Chris Kahn, also known as "xrayecho" at [email protected]. The page is
at www.qsl.net/kc3ek/. Glenn reports that he's beginning to feel better
and a little stronger each day. Still can't buckle a belt though due to
the incision healing.
I received a note from Eric Rosenberg, W3DQ that the in-flight magazine of
the Sabena/Nationwide Airlines in South Africa carried an article titled
"Radio Gagga." The article was the one that has been on internet (though
units converted to meteric) that describes the comedy of errors of a radio
amateur who is doing tower work.
From Feb 6- 16 I will work some 10 and 15 meters from XE, HP, HK, TI, and
P4 if permitted to do so under the CITEL or CEPT agreements using either
my US or British calls. While at sea, the cruise line has given me
permission to operate as M0BOA/MM. QSL requests from this operation or
NP2S in the ARRL CW sent via email or packet will be confirmed via the
bureau.
Ron Uthus, N4MO ([email protected]) and his wife are off to South and Central
America for the winter. He didn't start early enough to get a license
while on Margarita Isl (YV7) but will be holding forth from TI7/N4MO for
both ARRL DX tests and the CQWW WPX PH test. The rig will be 80 watts and
wires. Ron says that one of these days he'll give up on wires and take a
beam down. He will be on 15 SB and all is contingent on no deterioration
of a couple of family members who are having some problems. He was
scheduled to leave on January 20th and return on March 31st.
Andy Anderson, W3XE, [email protected], is in Chula Vista, CA heading for
Harlengin, TX where he will be for two months. He says he's sorry he
missed our recent ice story and will not return home until the Dogwood
Trees start to bloom. If you check in on the County Hunters Net (CHN) on
14056.5 or 7039 kHz Andy will either be there running counties or someone
there will know where he is.

I have received some single op scores for ops who were part of multiops
during the same contest. In all cases, their portion of the multiop score
is a larger number of points than their individual effort. I don't know
how sponsoring organizations feel about this.
Quoted from the 5 Million Award rules: "Under no circumstances will anyone
receive Award Points for more than one operation during a particular
contest. If more than one Award Points score is generated to a single
member, they will receive the single highest score of the group only."

Scores continue to dribble in. I know that a lot of people do not have
internet access but for those who do, the reflector is a good way to get
the latest info and submit those scores on time.
FREE COPY OF CT 6.26

There is a bit of odd space left in this issue so I'll use it for one of
my pet projects; distributing free copies of CT 6.26 that K1EA has
released as shareware. The objective is to legally distribute this to
Hams in our 175 mile radius area and suck them in to contesting. CT 6.26
is a leap forward from a stick and uses the same command structure as CT9
programs. Great LEGAL learning tool!
The shareware version comes with obsolete 1991 information in a format
different that used for CT9. So, I have built CTY and SEC files in the
CT6 format using 1999 information.
I hope to wrap up (other than periodic update files) the task early this
summer. The final distribution is expected to contain:

Building the MASTER.DAT in the CT6 format offers an interesting
opportunity to customize it for our area -- one based on CQWW, ARRL, WPX,
and WAE and another based on the SS. I'm now looking for 4 to 6 multiop
stations assist by sending me their dupes sheets for these contests. If
you would like to help, please message me and we will find a suitable
format for info transmission.
Eighteen area Hams have received copies of CT 6.26 and those updated files
that are ready. Most of the 18 that are interested in CT 6.26 saw our
announcement in the PVRC column in AUTOCALL. So far, all distribution has
been completed as attachments to email.PVRC REFERENCE PAGE. Please send
