It's Fowlfest time!. The joint PVRC and NCDXA meeting will be hosted by
Marty, W3YOZ, at his "park" near Annapolis. Festivities start at noon on
Saturday, August 15, with BBQ chicken and drinks. Some folks may bring
the optional salad, dessert or other munchies. Everybody should bring a

Club business and announcements: Thanks, Bert (N4CW) and thanks, Patty
(KA1LOE). The food was wonderful, the hospitality was super: it was the
next best thing to being in a contest on a Saturday. Thank you!
Bob W4MYA, very well known multiop station owner forsook the NAQP RTTY
contest to join our meeting. Bob brought pictures of his station and we
greatly enjoyed his company.
KF4ARS passed his 20wpm code test and is setting his sights on the
advanced and extra class written tests for upgrade from General to Extra.
Congratulations Kemp!
K4QPL got his Extra class ticket at the Cary hamfest ARRL tests before
joining the meeting. Congratulations Jim!
Congratulations to PVRC station W4MYA: holding first place in the Internet
score listings for IARU M/S with call sign WU4G.
Congratulations to K4MA for anchoring 40m phone at the W1AW/0 effort in
the IARU test.
N4AF has assured all chapter members living in the Raleigh/Durham area
that our hurricane worries are over. Rest assured that the next big one
will visit a more Easterly locale.
Many photos were taken during this meeting. A PVRC/NC rogue's gallery on
the chapter web site is now inevitable. The rest of you can't escape for
long :-)
Member activities: AA4NC Will sent word by email that he has one
transceiver back but is otherwise still recovering from the lightning
strike that took out his station. There were complimentary remarks about
Omega Electronics of Raleigh for linear amp repair.
K4MA Jim described his experiences at W1AW/0. He expressed interest in
taking part in the effort next year from a different zone.
K3KO Brian brought schematics of his automatic antenna switching system, a
robust and flexible design aimed at resisting various forms of RF
misadventure.
K4QPL Jim joined the W4ATC NCSU FD effort.
N3NPQ Jeff sends word via N3QYE Jim that he is assembling a collection of
Ham software to be bundled with a future release of Redhat Linux. Those
of you who are aware of life beyond Microsoft are encouraged to submit
any pointers to Jeff for inclusions to this collection.
W2CS Gary sends word by email that he got an FT1000MP and had a load of
fun with it during the IARU.
N4AF Howie is settled in his new home in ? and has two AB105 towers
planted and well fertilized. We were happy to hear that Howie's folks'
health has improved.
NT4D Jay explored station grounding ideas for feedlines at the base of his
new crankup tower. He decided to go with a scheme of putting copper
flashing over a pine board inside a weatherproof box and screwing
feedlines and surge suppressors to the grounded copper sheet.
Next Meeting: The next PVRC/NC meeting will be 6pm Thursday August 6th at
Luna's Pizza, 3227 Avent Ferry Rd in Raleigh (919-854-9600). Directions:
>From the Raleigh Beltline coming South past Crabtree, pass the
Hillsborough St exit and then take the second Western Blvd exit toward NC
State and Downtown (East). Proceed 0.8 Miles East to a right at the second

Ferry. Take the next left to the strip mall with Lunas. From East

NW REGIONAL MEETING MINUTES - JULY 21, 1998 by Greg Altig, N5OKR

In attendance were members N5OKR, W3EKT, K3IXD, NE3H, WD3A, W8ZA, K3TZV,
and KD3VK.
Business: There was no regular business conducted. N5OKR briefly
discussed upcoming PVRC events and his progress in finding a new NW
Regional meeting location.
>From the introductions: W3EKT, Ed, has been having a basically
"non-radio" summer except for FD with the PVRC crew on the eastern shore
at W3AO. Reports are that the operation was outstanding, as is reflected
in their amazing 4A score! Good job, guys!
K3IXD, Ed, op'd part-time in the IARU contest and reports nothing new on
the upcoming VHF tower installation.
W8ZA, Robert, brought pictures of the upgraded antenna farm on the Rohn 45
tower. Looks impressive! He also reported getting one of the remaining
TS-850s discarded by W3LPL and is now looking for an amp for 160m.
NE3H, Joe, is looking forward to trying out his new "slinky" rx antenna
this fall, and is also having a somewhat "non-radio" summer. He did,
however, set up a small FD station and let his grandson operate. The bug
seems to have bitten the boy, as he is now making his way through "Now
You're Talking". Ahhh, I smell a future PVRCer!
K3TZV, Steve, stayed home for FD and was surprised at the amount of RTTY
activity. He reports working W1AW after much difficulty (on their end, of
course). Steve is still hampered on the low bands by a U/I noise. He
still intends to set up a PA open house at K3SV, perhaps this fall. WD3A,
Tom, op'd FD at K3AA, and enjoyed the air conditioned comfort of a 3E
entry. Shame on you, Tom!
KD3VK, Ken, is one of our new members and new to the contesting scene. He
is anxious to learn and was very receptive to several suggestions as to
upcoming contests and operations that would be excellent learning
experiences. Ken, you are part of the best contesting group in the world,
and we love guiding "fresh meat". Rumors of a VMI-style hazing ritual
prior to being designated a "real" PVRC contester have never been
proven.....
N5OKR, Greg, remains off the HF scene pending the outcome of his search
for a new QTH. Things are looking up, however, with several prospects
being visited. One is within spitting distance of his former Libertytown
house, and other possibilities range from Owings Mills and Mt. Airy, MD to
Spring Grove, PA. He reports being proud of his XYL, who has now added
"Does it have at least an acre of land?" to her list of questions for the
realtors. Meeting adjourned.
OVER-THE-HILL LUNCH GROUP MEETING, 7/22 by Andy Anderson, W3XE
The July meeting of the PVRC OTH was held on 22 July at the Holiday Inn,
junction of Beltway & US 1(N).
Attendees were W6AXX, W3AZ, AA4XU, W3CP, ND3F, K3ZO, W3UJ, K6IR, N3RR,
N3DYT, K3WX, W3EDZ, and W3XE (Host).
First order of business was a cold drink or hot coffee. Second order of
business was to order lunch. So far all Ayes no Nayes. Third order of
business: The gentlemen who ordered the buffet made a break for the food.
The others sat around and watched us eat and waited for their food.
Fourth order: Attack the buffet bar again for more food. Those who
ordered from the menu waited. Fifth order: Finally those who ordered
from the menu saw some food coming their way. The buffet group made a
final run on the bar. Followed a general discussion of this and that as
well as the troubles of the world. All problems were solved except Pres
Clinton's and we decided that could wait till next month. The host next
month will be Bill, W3AZ. If you want a seat call him. At our age make
as many as you can because you don't know when the guy sitting next to you

The ARRL Proposes Simplified Amateur License Structure
The ARRL Board has agreed to propose a simplified Amateur Radio licensing
structure with four classes. Lengthy discussion and debate during the
Board's meeting July 16-18 led to majority support for a plan for four
written examination elements to establish amateurs' operational and
technical qualifications instead of the present five, and two Morse code
examination elements instead of the present three.
Under the plan adopted by the Board, the entry level to Amateur Radio
would be known as Class D and would convey the privileges of the present
Technician license. The written examination would be at the same level of
difficulty as that of the present Technician examination, but consistent
with the privileges of the license. All amateurs now licensed as
Technicians would become Class D.
The next step would be known as Class C and would convey the privileges of
the present General license, but with phone subbands expanded by 50 kHz on
75 and 15 meters and by 25 kHz on 40 meters. Class C would be the entry
level to high frequency (HF) operating privileges. To upgrade from Class
D to Class C, an amateur would pass a written examination on the
operational and technical qualifications required for HF operation and a 5
word per minute Morse code examination. All amateurs now licensed as
General, Technician Plus, and Novice would become Class C. The expansion
of the telephony sub-bands would result from ''refarming'' of the Novice
CW bands that are no longer required for their original purpose.
The third step would be known as Class B and would convey the privileges
of the present Advanced license, but with phone subands expanded by 50 kHz
on 75 and 15 meters and by 25 kHz on 40 meters. To upgrade from Class C
to Class B, an amateur would pass a more advanced written examination
similar in difficulty to the present Element 4A and a 12 word per minute
Morse code examination. All amateurs now licensed as Advanced would become
Class B.
The final step would be known as Class A and would convey the full
privileges of the present Amateur Extra Class, with telephony sub-bands
expanded by 50 kHz on 75 and 15 meters and by 25 kHz on 40 meters. To
upgrade from Class B to Class A, an amateur would be required to pass the
most difficult written examination in the sequence. Consistent with the
practice in many other countries, no additional Morse code examination
would be required beyond 12 words per minute. All amateurs presently
licensed as Amateur Extra Class would become Class A.
In their discussions, Board members emphasized that the objective is to
rationalize and simplify the amateur licensing structure without reducing
the requirements for any class of license. Where reductions in Morse code
requirements are proposed, there would be a corresponding increase in
written examination standards. On the other hand, Board members were
adamant that simplifying the structure should not come at the expense of
privileges already earned by amateurs. Therefore, present Novice and
Technician Plus licensees, having earned entry-level HF operating
privileges, would be granted the new entry-level HF license.
Adoption of the simplification plan marks the culmination of 30 months of
work by the Board, during which time the input of literally thousands of
ARRL members and other amateurs and prospective amateurs was considered.
The Board debated a wide variety of options including both smaller and
larger numbers of license classes, higher and lower qualification levels,
and different privileges. Nine of the 15 Directors voted in favor of the
plan, with six opposed. Following the meeting ARRL President Rod Stafford,
W6ROD, observed, ''The debate was at times contentious and the result was
not unanimous. Some Board members preferred greater simplification; others
were uncomfortable with some of the changes being proposed. However, every
Board member, without exception, left the meeting knowing that each of his
or her colleagues did what they believe is best for the future of Amateur
Radio.''

SHORT NOTES FROM THE EDITOR
This issue is out a few days late due to a 30 day vacation. We drove
6,680 miles visiting the Rockies. Did the IARU from Waterton, AB (209Q
27Z 3HQ=20,640) and operated mobile on the county hunters (mostly 14056.5
while Martha drove) for 502Q from 16 states and 70 counties. Tnx W3XE for
county hunters info.
A note from Tom Davis, KR4ZY, at the embassy in New Delhi says that he
applied for a VU callsign in October 1997. Another person applied for a
VU call in April 1997 and is still waiting for a reply.
Herman, KR6HP, writing from Clarksville, NY lets us know he has packet on
7089.5 LSB, has put up a LPA dontated by K3LYW (now W3NRS), and has a wide
area repeater on 145.370 via a 300' tower.
The N3RR 1997 ARRL SS SSB team has won the SS Plaque. Operators were
K4VV, KT4W (& daughter), N3RR. Bill sends thanks to Chas, K3WW, for
sponsoring the plaque!
The PVRC/VHF++ picnic and workday at ND3F originally scheduled for August
15 has been CANCELED due to a conflict with the FOWLFEST. Unable to
reschedule.
K4IQ reports that the SW VA chapter is expected to resume meetings in
September.
The Foundation For Amateur Radio, Inc, of which PVRC is a member, has
announced the 1998 winners for 67 scholarships. Included is PVRC member
Andy Roberts, W3KN, sponsored by the Free State ARC.
Craig, KZ3H has sent us an address change effective June 1st. His new
address will be in Clark Fork, ID.
PVRC PLANNING TO DISTRIBUTE FREE SHAREWARE COPIES OF CT by Dick Wilder,
K3DI
The following text will appear in the PVRC column in the September issue
of AUTOCALL that goes to over 3,000 local hams.
Instead of listing contests this month, this space will be used to
announce that PVRC has made arrangements with K1EA, author of the popular
CT contest software, to distribute SHAREWARE copies. PVRC is planning to
distribute CT version 6.26 (CT6) with updated data files FREE to any Ham
within a 175 miles radius centered on northern VA.
CT6 supports CQWW-DX, ARRL-DX, SS, CQ-WPX, WAE, and the ARRL VHF QSO
contests. All CW transmissions with any model transceiver can be done
exclusively by touching function keys; on 'phone the same keys can be
configured to activate an external voice synthesizer. If you enter a call
of a station previously worked (a dupe), CT will alert you. Also, CT will
compare a portion of a call copied against your log and a master list of
contest calls and show you possible complete calls. The minimum computer
required is a 286 with 512K of RAM running DOS.
CT can interface with a packet cluster via a TNC to receive announcements
(spots), compare them with your log, and select multipliers for display in
the announce window. Further, if your transceiver is a IC735, 751, 761,
765, 781, or TS940, it can be interfaced via a COM port so a touch of a
function key will allow CT to jump your radio to the announced frequency
and enter that call in your log.
Using CT6 will allow you to learn CT commands and let you decide if
contesting is for you. The current CT 9.37 (CT9) uses the CT6 commands,
supports 19 contests, 21 radios, and has several other exciting features.
The main feature I like of all versions is that at end of the contest you
can immediately print your log or save it in a file to be electronically
transmitted to the organizer via email.
Now to drop the other shoe! The CT6 data files such as ARRL sections, DX
countries, and the Master Call List are outdated and CT6 is not compatible
with current CT9 file formats. I can write software to make CT6 data
files from CT9 data and also add some new files that would be needed to
support additional contests. I will pursue this only if there is
sufficient interest. If you would like me to continue, please let me

address is not receiving! Just re-SUBSCRIBE.

ARRL ERRED ON 1997 10M CONTEST SCORES (based month old minutes, email, and
packet msgs)
The results of the 1997 10M contest results posted in a recent issue of
QST are in error because many logs were omitted from the results. Many of
the logs sent in and acknowledged via email were lost.
Rich, KE3Q, has learned that the ARRL is going to do a total re-do of the
1997 10M contest results. Several PVRC logs were omitted from the
results. Bernie, W3UR, says that about 20 FRC logs not listed.
PVRC is listed as the winner in QST but that could change if other clubs
have a better return on resubmitted logs. Therefore, it would be well if
all PVRC'ers who entered the 1997 10M contest check to see if they were
listed in the QST results. If not, it is essential to resubmit your logs
and score.
Subsequent material from the League says that they have fixed the problem
for future score submittals via email but I suggest that we need to watch
this closely.
W4MYA OPEN HOUSE MINUTES by Bob Morris, W4MYA
An open house was held at our place on July 25th. First and foremost I
want to thank the people that made this Open House happen... AC WA4DAI
picked up all the food and cooked BBQ all day Friday! Jo (XYL) provided
baked beans, KF4QQY, Marina (XYL and children) for the tables, chairs,
food and support during the picnic and WU4G for his help. Without them it
would not have happened! Thanks again.

CENTRAL: The Central Meeting is always the second Monday (except June,
July, and August) at 7:30 pm. The central meeting generally alternates
between MD and VA locations. A pre-meeting dinner is usually held between
