Monday, April 8th, is the next central meeting.
It will be at The Church of the Nativity (Episcopal), Route 5, Temple
Hills, MD at 7:30 PM.  Arrive between 5:00 and 6:30 PM and enjoy an
Italian dinner buffet (about $10) at nearby Topolino's on Old Branch Ave
about 1/4 mile south of Allentown Rd.  Typically 20 PVRC'ers will be there
and you can hear how to improve you chance on winning your next contest.
The program is a description of the KC1XX and K1EA "twin" stations in
Massachusetts.

Directions to the meeting:
Take the Capital Beltway to Exit 7-A.  Head south on Maryland Route 5
(Branch Avenue) toward Waldorf.  Immediately after entering Branch Avenue
you will come to a stoplight, which is Manchester Drive.  Turn right on
Manchester Drive.  In the middle of the block on the left hand side, you
will notice the Church of the Nativity sign next to the church entrance.
Go up the drive to the top and park in the church's parking lot.

Summer meetings:
May 13th:       The central meeting program will likely be the VP2MFM
                DXpedition.
June 1 and 2:   The reunion on-the-air.  Rules and check sheets in this
                issue.
June 9th:       Joint FRC/PVRC meeting at KY3N, Alburits, PA.  Car pools

MINUTES OF THE PVRC REGULAR MEETING MARCH 11, 1996 FALLS CHURCH, VA

The meeting was called to order at 7:40pm by Rich, KE3Q, club president.
Members and guests were introduced.  Guests attending were Larry Agabekov
UA6HZ/WJ1R, and Lenny Voronov UA1ADN. Members present: WR3Z, WA3WJD,
N3KTV, N4RA, KD4FBU, N1KCE, KO4FM, K3SKE, WD3Q, WB2BZR, WB3ECU, WA6GVC,
KW4T, WF3J, W3LPL, N3KQY, W3ZZ, K3ZO, N4MO, KN4ZT, KD4BK, AA3HM, WR3L,
W3GNQ, N4MM, W9LT, W4VC, N3RR, KE3KL, KF3P, AA4KD, and W4RW.

Larry UA6HZ and Lenny UA1ADN discussed previous operations from Russia and
the former USSR.  They will be in the USA for some time and hopefully will
join in PVRC activities.

Rich, KE3Q, gave a presentation on this year's ARRL DX contest operations
at W3LPL.  Videos of both the CW and SSB weekends were shown, illustrating
the techniques used between two operators on the same band to coordinate
searching and pouncing while still maintaining a CQ run frequency.  W3LPL
won the multi/multi category for both CW and SSB this year.

Everyone was given an opportunity to relate their recent contest
experiences. WA3WJD, WR3Z, W3ZZ, K3SKE and AA6DC went to W3GNQ for ARRL DX
SSB, where a second tribander was erected for a reasonable improvement
over last year's score.  WR3Z and ND3A went to KF3P for ARRL DX CW, while
KF3P was at W3LPL !    WD3Q is taking advantage of Boris' recent departure
from DC to try to hand out the DC multiplier with a vertical and G5RV.
Cliff, KO4FM, some N. & Central VA operators and K3TLX from MD went to
W4MYA to assist in his M/M operation.  WB2BZR was on his assigned
frequency on 10 meters for the ARRL SSB contest, with a grim result.
AA3HM finally ran aground with his neighbors with RFI as he experiments
with QRO SSB.  W9LT reports his first all band serious effort in many
years, although with only 100 watts on 160m as his amplifier is still
sick.  WV3B went to WA3WJD for a small multi effort in the CQ 160 CW from
Ocean City, where all 50 states and about 40 countries were worked, but
were still beat by K7SV and W9LT.  K3ZO, as always, was there for the
"relevant" contests and passed on some observations of interesting
propagation during those weekends.

John, N4MM passed on some information from the ARRL about FCC proposed
restructuring and privatization.  The ARRL will be watching this issue and
how it relates to amateur radio very closely.  The meeting was adjourned
at 9:45pm.

NW REGIONAL MEETING MINUTES - March 19 - by Tyler Stewart, KF3P

The meeting was called to order by KF3P at about 8:15PM at Legends
Restaurant in Frederick, MD.  In attendance were members: KF3P, W9LT,
W3ZZ, K3LYW, K3SKE, WB2BZR, N3KKM, K3ZNV, WD3A, AA6DC, N3RR, W3LPL, and
guest AA8NY Pat Chiles.

K1HTV, Rich, was honored for his recently published record-breaking 160M
low power score in the ARRL 160 contest.

KF3P announced that the ARRL CAC had voted to include DXpedition scores in
Club Competition for the '97 ARRL DX Contests.  It was postulated that the
Caribbean could get awfully crowded next February!

K3SKE announced that he is taking over duties associated with the PVDXSN
DXcluster Instruction Manual, and also will be maintaining the K3NA node
in the future.

The latest PVRC roster was passed around for corrections by those present,
with several changes made to phone numbers and packet/internet/regional
addresses.

A check for a $20 donation was received for PVRC by KF3P, to be forwarded
to the Treasurer.

Pat Chiles, AA8NY, attending his second meeting, submitted his application
for membership and was voted into the club.  Pat resides in Charles Town,
WV and holds an extra-class license.  He is sponsored by Lamar, W9LT, and
has been very active in recent contests.

N3RR did a presentation/show-and-tell on lightning protection ground
systems with a handout from Polyphaser's book.  K3LYW imparted various
views on different lightning protection schemes and both entertained many
questions from the floor.  K3SKE and K3LYW maintained that exothermic weld
ground connections (i.e. Cadweld) were the best for reliable and
long-lived connections, especially when connecting to the tower.  W3ZZ
passed around some fried bulkhead connectors and a smoked jumper from a
lightning hit at his place last summer.

Meeting was adjourned at 9:45.


EAST REGIONAL & FREE STATE ARC MEETING, March 26 by Rich Boyd, KE3Q

PVRCers N3CBJ, WB6VGI, K3YDX, WB3ECU, and KE3Q held a joint PVRC/FSARC
(Ft. Meade) along with FSARCers W3IP, NN3O, N3FNE, N4TPQ, WA3KZR, WG3R,
WB3ICL, WA3YXN, KB5NHM, WA3TID, and N5QCN.  This was N5QCN's second PVRC
meeting, so he is now eligible for membership in PVRC.

W3IP and the others in FSARC told me (KE3Q) about themselves and their
Field Day and VHF contest activities (primarily), but also some HF contest
activities.  I proceeded to tell them about PVRC, who we are and what we
do, and that we would like to have them join us.  We passed around a
sign-in sheet for PVRC purposes, and ran two VCRs/TVs simultaneously with
contest video on each.  I described a little of what we were seeing on the
screens and we proceeded to Q&A and general discussion of what was on the
screens and contesting in general.  I know
I had a good time talking to these guys.  I hope they did too.  I think
they are enthused about being a part of PVRC.  And, they made it clear
they can use more operators for their activities, so if you're in the
region from Howard County to north Anne Arundel, here is a bunch of
contesters near you who you're welcome to join in with.  Contact me, or
WB6VGI or K3YDX for more info!

PVRC OVER-THE-HILL (OTH) LUNCHEON,  Wednesday, 27 March 1996
The luncheon was hosted by Andy, W3XE, and held at the Holiday Inn, US #1
and DC Beltway exit 25A.  Attending were W3XE, AA4XU, W3CPB, W3ABC, W3AZ,
W3EDZ, K3WS, WA2QVE, K2LEQ, W3GN, K6IR, W3TMZ, AA4I, and K3DI.

PRODUCT REVIEW:

Tower Jack by Don Daso, WZ3Q

For many of us, tower work marks the true beginning of spring or summer.
For many, finding some tower sections on the Cluster, in the paper, Yellow
Sheets or over the air represents something akin to detective work.
Often, these discoveries are still up-in-the-air, and must be taken down,
and refurbished a bit before installation.  For those of use who find and
use Rohn guyed tower sections, this review will be of particular interest.
Many of you may recall reading K7LXC's mention of a new product, the
"Tower Jack" last year in the NCJ.  Here's a report from the field -- from
a first-time user.

The jack was invented by Jeanene Gill, N5UHL.  Jeanene and her husband
Kenny, WB5HLZ market the jack for $39 plus shipping and handling.
Basically, the jack is a lever type device, with hooks and notches located
at the appropriate points to facilitate assembly or disassembly of Rohn
20G, 25G, 45G, and 55G sections.  This simple lever is a true work and
time saver.

K2SD, a Carolina DX Association neighbor of mine, called recently to say
he'd sold his home, and wanted me to take down his 25G tower.  This
seemingly simple project took on some urgency when the purchaser of the
home wanted to move in two weeks early.  Any my schedule was filled with a
solid week's worth of camerawork on a video.  Basically, we had a day to
take down a 70 foot tower with a 20M monobander, a 10/15M duobander and
assorted wires and G7 on it.  Taking down the antennas was, of course, the
larger task -- working alone on the tower (K2SD's back problems limit his
climbing).  Once we faced a freestanding tower, I noted the time, and
began disassembly.

Many of us have used pieces of wood or pipe and a small hydraulic jack to
separate sections.  Burdensome at best, and probably dangerous, too, and
no longer necessary with the introduction of this lever.  I was back on
the ground in one hour and 10 minutes, standing amid the separated
sections.

The amount of force this lever can exert is significant -- yet another
appreciation of those simple laws of physics.  The only caution you have
to observe is keeping the jack to the left or right edge of the Z-brace
arm to prevent bending.

Working with a gin pole, I was able to separate sections with my right
hand and hold them clear with my left.  Then, I could clip the jack to the
tower or my belt and lower the removed section.  Most importantly, the
jack did the work.  I never really felt tired -- pretty important since I
had already worked hard getting those antennas down.

The current version of the Tower Jack (the third model) also has a hook on
it which enables you to use the jack to assemble sections.  (You simply
reverse the lever arm.  Moving the fulcrum changes the force direction as
you pull down on the arm.  As usual, describing it makes it seem
complicated.  Using the jack is simplicity itself.)  In a couple of weeks,
I'll be using this jack to put up 110 feet of 25G for KF4HK.  I'm counting
on the Tower Jack to make this easier.

The Pennsylvania DX Association, PO Box 100, York Haven, PA 17370-0100 now
handles 3rd area cards.  The PADXA received your envelopes from the old
bureau and is staffed by mostly the same personnel.

33ND ANNUAL PVRC REUNION by Brian McGinness, WA3WDJ, Secretary

This issue of the PVRC newsletter contains the check sheets and rules for
the 1996 PVRC Reunion.  Our address list is better this year, so we hope
everyone receives the reunion information at the correct address.

Last year, we asked if there was still interest in the reunion.  We
received overwhelming response that there was a lot of interest in the
reunion, especially those of you outside the area where this is your only
contact with the club.

ANNUAL ON-THE-AIR REUNION June 96  RULES

1. Eligibility:  All members of PVRC worldwide   (Once a member, always a
member)

2. Object:  To contact as many other PVRC members around the world as
possible, using 7 bands as follows:
        CW:  80, 40, 20, 15, 10 meters
        PH:  20, 10 meters

3. Date:  Always the first weekend in June. This year's reunion will be
6/1, 6/2 and 6/3 (zulu) 1996.

4. Freq:  CW always 47 kc up from bottom of the band. (3547, 7047, 14047,
21047, 28047) Phone frequencies are changing this year - 14247 (14250 as
an alternate when there is QRM on 14247) and 28447 on 10 meters. (These
are suggested frequencies only.)

5. Contest periods:
    1 June: 1400z - 1800z
    2 June: 0000z - 0500z and 2200z - 0000z
    3 June: 0000z - 0300z

6. Contest exchange:  Serial number, your call, QTH, your call when  first
joining PVRC, and year joined PVRC.
    Example: NR73 W6XYZ CA W4ZYX 60

7. Valid contact:  Completed two-way QSOs on any of 7 bands. No crossband
or crossmode QSOs permitted.

8. QSO points:  Two points for each completed QSO.

9. Multipliers: Total multiplier is the sum of all states, DC, Canadian
provinces and DXCC countries worked. (AK and HI count as a state or a
country, not both.)  Each multiplier may be counted once, not once per
band.

10. Reunion call: CQ PVRC

The Secretary has upgraded our database and we plan on publishing a PVRC
roster this summer.  Next month, you will be advise how we will do the
final update before publication.  However, those of you who only receive
one issue each year -- this annual reunion edition -- are asked to either
